Is everyone who was born and/or raised in New England, a Red Sox fan?
AND do they consider themselves fans even if they don't like baseball??

I think the answer is "yes" and "yes."
(Though, of course, I can only speak from my own experience.)
While I've always loved baseball (my dad used to have us watch the Sox on TV every weekend during baseball season) and am a huge Red Sox fan, one of my younger sisters does not like watching the game at all.
The only attraction going to a baseball game holds for her is the chance to sit in the stands eating hot dogs and drinking beer.
BUT, when the Red Sox play, she wants them to win.
And when they won the Series, she cried.

I'm not sure. I know that is the case for me. And for 99% of my friends and family. Going to Fenway is like a pilgrimage. To wear a Red Sox shirt is like our uniform. My first baseball cap was a Sox cap. So was my second.
Sadly, Chris was born and raised in RI, yet he is a Yankees fan.

In order to live in this house, you have to be a Red Sox fan.
And let me tell you, I'm training them up right. I took Boo shopping the other day and there was a toddler-sized Varitek jersey. She started hopping up and down and chanting "Bay-ball, bay-ball!" when she saw it. So I bought it for her. If they're on tv, she watches. Bug has not one, but TWO Red Sox outfits. O has Red Sox t-shirts and always keeps up to date on the games. A got a Damon shirt about three days after the bastid defected to the Dark Side and he promptly drew a big circle with a slash thru the name and number on the back.
So, yeah. Rabid Red Sox fans over here.
My sister, however, doesn't give a flying fig about them. There's obviously something very, very wrong with her.

my brother could talk for hours about this...I simply do not know anything about baseball except cracker jacks and does casey ever get up to bat?
